Recommendations are made at the campaign level for a selected account.
To access recommendations:

Sign in to Campaign Manager.

Click Recommendations from the left navigation.

Available recommendations are listed in the Available tab.

Click the Applied tab to see the recommendations that have already been applied to your campaign.
