As a user and license management admin, you can reassign a license from one user to another.
You need to have an available license to perform a seat reassignment. All licenses, permissions, and data (projects, jobs, InMails, and saved searches) will be transferred from one user to another. You can only reassign licenses to users with an Active status. The status can't be Parked or Invited.

Reassigned licenses may be used by the destination user immediately, but it can take up to 5 hours for work to be reassigned. It may temporarily appear that both people have access.
If you get the error, “There was an error in reassigning the license of <Name>. Please try again later”, check the Activity log tag and verify pending reassignments for user accounts. You can cancel a pending action, such as assign license, by clicking cancel next to the action on the user profile. Once this is done, you can reassign the license.
