On LinkedIn Recruiter Lite, you can only view and contact candidates who are your 1st-degree, 2nd-degree, and 3rd-degree connections. Any candidate beyond your 3rd-degree connection is out of network for you and their profile details won't be visible to you, and they can't be contacted via InMail.

When an Out of Network member appears in your Recruiter Lite search results, you’ll see an empty profile photo and LinkedIn Member in place of the member’s name, and an Out of network tooltip to the right. You’ll still see an Out of Network member’s headline, location, and years of experience. Other profile fields such as current or past position and education won’t be visible to you in Recruiter Lite.
You can still message 1st-degree, 2nd-degree, and 3rd-degree connections and fellow LinkedIn Group members, but you can’t message out of network members. The Message button will be disabled for these members that appear in your search results.
