With Business Manager, you can:

Give the people within your organization and the businesses you work with access to your ad accounts, Pages, and Matched Audiences from a single location.

Share Matched Audiences across ad accounts and with partners. Whenever an audience is updated, that change is instantly reflected across all ad accounts and campaigns using it.
Business Manager uses a two-tiered permissions model that helps each user get the access they need across Business Manager, ad accounts, and Pages:

Tier 1 - A person’s Business Manager role determines what they can see and do in Business Manager.

Tier 2 - A person is then provided access to the specific ad accounts and Pages they need to do their job.
In addition to adding people to your Business Manager, you can create Business Manager partnerships with other Business Managers to share or receive access to another organization’s ad accounts, Pages, and Matched Audiences.
If you work for an agency or large organization, you can set up one or many Business Managers depending on your needs. You may consider setting up multiple Business Managers if you need to organize your ad accounts, Pages, and Matched Audiences by market or region, business unit, or client.
When you set up your organization’s Business Manager, you can add your existing ad accounts and Pages to it. Your existing campaigns, billing, and integrations won’t be impacted. People who already have access to your ad accounts or Pages you add will maintain their access, and you’ll just need to invite them to Business Manager.
